What video game has a carnival level?

in an Orange pinkish sky, and there is sometimes a chicken crowing, and i believe some of the villains bounce, or there is some creature round that bounces and somewhere in the game there are red and white bulls-eye targets? i cant remember the name but it is an old game, maybe ps1 or ps2
