Can you use shooting star dragon's second effect on your opponents turn?

i was vs. my friend and he had shooting out so it was my turn and i used dark hole...i read the card because it said once per turn and he negated it..can he do that? because thats pretty cheap if its the only effect that can be activated onyour opponents turn other than the third effect that says when your oppenent attacks..
