How can I own a credit card?

I am 15 soon to be 16 &* i know u cant own a credit card until the age of 18 or either 21. Im not ready for a real one yet though because i dont have that type of responsibilities. They do have a credit card that u just put money on every month. That credit card doesnt have your name pr person identity on there but i just want 2 know the name of that card & where can i go 2 apply for it.
